W.I.P.

The World Map is divided in Regions, and each Region is made up of different Ground IDs.
For each Ground ID, 8 different encounter slots are available, and are ordered by rarity: the first 4 are common encounters, the following 2 are medium rarity, and the last 2 are rare encounters.
These 8 slots each contain an EncounterID, these IDs are used to load the correct encounter from scene.out.
The following is a list of all the possible encounters in FF8’s World Map.

World-map random encounters are selected by WM_Encounter_wm123456 (renamed from WM_Encounter_RollAndSelectScene in the community IDB), called from FFWorldDirector. Encounters are blocked by Enc-None, most vehicle states, lack of movement, and some terrain ids (27 and 28). While moving, WM_ENC_METER increases by 16 each frame, or 4 with Enc-Half. When it exceeds 256, the world map uses Encounter_RandomRollArray with the current step/cycle bonus and terrain encounter rate to decide whether an encounter triggers. The selected scene id is handed to the battle module through WM_PENDING_MODULE_ID = 3 and WM_PENDING_SCENE_LO/HI. See Encounter Trigger Runtime for the full runtime flow.
